Segling Kullavik International Dinghy Race Weekend
Event: Segling Kullavik International Dinghy Race Weekend.
Laser, Laser radial, Europe, Zoom8, Optimist Boys, Optimist Girls.
Date: June 09 – 10, 2007.
Organizer: Kullaviks Kanot- och Kappseglingsklubb.
1. Rules
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
1.2 All boats shall in accordance with ISAF Regulation 20 display advertising provided by the event organiser.
2. Eligibility requirements
2.1 A crew member may not be substituted without a written permission from the Race Committee.
2.2 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
2.3 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee.
3. Notices to competitors
3.1 Notices to competitors will be posted on the official notice board located outside the race office.
4. Changes to sailing instructions
4.1 Any change to the sailing instructions will be posted before 08.00 on the day it will take effect.
4.2 Any change to the time schedule will be posted before 18.00 on the day before it will take effect.
5. Signals made ashore
5.1 Signals made ashore will be displayed in the flag pole located outside the race office.
5.2 When flag AP is displayed ashore, ’1 minute’ is replaced with ’not less than 60 minutes’ in race signal AP.

There will not be any starting procedure commenced after 16.00 hrs.
Prize giving ceremony as soon as possible after the last race including protest hearings.
6.2 6 races are scheduled.
6.3 When there has been a long postponement and when more than one race (or sequence of races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed.
7. Class flags and race format

8. Racing area
8.1 The location of the racing area will be in the Kattegatt west of Kullavik harbour.
9. The course
9.1.1 Trapezoid courses sailed as outer loop for Laser, Laser Radial, Europe and Zoom8
Inner loop courses for Optimists.
Outer loop Laser/Laser radial and Europe

9.2 Each rounding mark to be left to port.
9.3 The race committee will try to set the course so that it will take approximately 45 minutes to sail.
10. Marks
10. The rounding marks 1a, 2a, 3 and 4 are white buoys.
The rounding marks 1b and 2b are orange buoys.
11. The start
11.1 The starting line is between a staff displaying a red flag on the race committee boat at the starboard end and a spar buoy with a red flag at the port end. A buoy to port of the race committee boat could be used. This buoy will only show the starting line bounderies and no boat are allowed so start between this buoy and the race committee boat.
11.2 A boat starting later then 4 minutes after her starting signal will be scored Did Not Start.
12. The finish
12.1 The finishing line is between a staff displaying a blue flag on the Finishing vessel and a spar buoy with a blue flag.
13. Penalty system
13.1 RRS Appendix P (yellow flag) will apply.
13.2 With alteration of rule 31.1 the following shall apply:
A member of the protest committee or its designated observer who sees a boat not taking a penalty as soon as possible after having touched a rounding mark may on the course protest her by giving a sound signal, pointing a blue flag at her and, possibly, hailing her sail number. The boat then has the following alternatives:
(1) she may take a two turns penalty in accordance with rule 44.2, or
(2) she may not take a penalty and then either
(a) be disqualified without a hearing, or
(b) be exonerated in accordance with rule 64.1b.
14. Time limit
14.1 The time limit for the first boat to finish is 90 minutes.
14.2 Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4.
15. Protests and requests for redress
15.1 Protests shall be delivered to the race office within the protest time limit. The protest time limit is 30 minutes and begins when the boats have had reasonable time to return to the harbour after the last race of the day. The end of the protest time will be posted on the official notice board.
15.2 Notices will be posted within 10 minutes of the protest time limit to inform competitors of hearings in which they are parties.
15.3 Notices of protests by the race committee or the protest committee will be posted to inform boats under RRS 61.1(b).
16. Scoring
16.1 The low point scoring system of RRS Appendix A will apply, modified so that when three or fewer races have been completed, a boat’s series score will be the total of her race scores.
17. Safety regulations
17.1 A boat that retires from a race and a boat that does not start shall notify the race committee as soon as possible.
17.2 Adequate personal buoyancy shall be worn by all competitors while racing.
17.3 When the water temperature is below +14°C clothing given a good protection against cooling in water shall be worn – wet suit, dry suit or similar.
